Col. Kizza Besigye and his co-accused Hajji Obeid Lutale Kamulegeya through their lawyers of Kiiza and Mugisha Advocates, have Friday evening written and tasked the Inspector General of Police, to charge their abductors and violators of their rights.
In a letter seen by this website, the duo wants everyone involved in their “persecution” to be arraigned before competent courts law over breach of the 1995 Uganda Constitution.
“The abductors’ crimes include; cruel treatment, contrary to section 11(1) of the Human Rights (Enforcement) Act, Cap. 12; unreasonable detention contrary to section 15(4)(a) (c) & (g) of the Human Rights (Enforcement) Act, Cap 12; and psychological torture contrary to Section 11(1) of the Human Rights (Enforcement) Act, Cap. 12” reads part of the letter.
The letter further highlights the persecutions the duo is facing which they say is political after by committing a contempt of court order of the constitutional Court of December 15, 2022 and February 03, 2023.
The letter is directly asking for all those in the Makindye General Court Martial to be charged after allegedly committing several criminal charges.
“The members and officer of the disgraced kangaroo military tribunal are liable for: Contempt of Court to Article 28(12) of the Constitution; Abduction contrary to Section 224 of Penal Code Atc, Cap. 128; Wrongful Confinement contrary to section 231 of Penal Code Act, Cap. 128 and disobedience of lawful orders contrary to 104 of the Penal Code Act, Cap. 128” the letter further reads.
The letter dated December 13, 2024 has been received by the Uganda Law Society and copied to different national and internal bodies and officials demands these officers to be brought to book.
This comes, just a day after the duo through the same legal firm had written to the Chief of Defense Forces, asking for the names of all the officers and men who participated in the kidnap of their kidnap from Kenya.
