Uganda Law Society president, Isaac ssemakadde has for a while become throat fish bone to Attorney General Kiryowa Kiwanuka, accusing him of causing loss of over Shs.100tn in fraudulent deals.

To cement his accusations, Ssemakadde recently wrote to president Yoweri Kaguta Museveni requesting him to put up an elaborative criminal investigations, and cause prosecution of the Attorney General for causing government loss of trillions of shillings in fraudulent deals.

Quoting Article 274 of the Constitution, Ssemakadde alleges that Kiryowa extorted millions of monies from the candidates seeking positions of state attorney, Magistrate positions, high court and Court of Appeal.

In the same write up to Mr. Museveni dated January 22nd, Ssemakadde appeals to the president to save the AG’s office which stands as a cornerstone of Uganda’s legal system.

“It is therefore with profound concern and urgent necessity that I officially bring to Your Excellency’s attention evidence of the conduct of Mr. Kiryowa Kiwanuka Nsumikambi Mugambe; so egregious that has destroyed and continues to threaten the very fabric of our legal order in Uganda,” Ssemakadde seven-page letter to the president says in part.

Ssemakadde accuses Kiwanuka of grand corruption backed with his allegations that the AG is involved in illegal deals in the Departed Asians Property Custodian Board (DAPCB). Kiwanuka knowingly has caused government financial loss of approximately Shs.100trillion.

“He [Kiwanuka] has personally signed consent judgments enabling fraudulent DAPCB property claims against Government; he has illegally acquired over 300 DAPCB properties in Kampala, Jinja and Mbale cities; those fraudulently acquired DAPCB properties could house government offices, saving billions in annual rent,” Ssemakadde asserts.

Wanton corruption in Judicial appointments Ssemakadde also avers that Kiwanuka implemented a systematic bribery scheme for appointments of judicial officers in the judiciary where applicants are required to pay bribes.

“Shs 200 for Supreme Court of Appela positions; Shs 100m for high Court positions; Shs 35m for magistrate positions and Shs 20m for State Attorney positions.

Those that refuse to bribe cannot be shortlisted. Some applicants sold their properties and paid the requisite bribes but were still not appointed,” Ssemakadde briefs the president.

Ssemakadde went ahead to accuse Kiwanuka for misappropriating Shs1.2bn government funds to allegedly influence 2024 ULS elections and with this figure, Kiwanuka allegedly gave a bribe of Shs 200m to one of the presidential candidates to withdraw from the race.

“He illegally and with impunity, authorized the transfer of Shs 200m to ULS secretariat disguised as subscription fees for State Attorneys who serve in the Ministry of Justice and office of the Directorate of Public Prosecutions, in total disregard of the legal processes. This was meant to enable them to vote illegally,” Ssemakadde allege.

Ssemakadde also accuses Kiwanuka of engineering and orchestrating an attempted coup to overthrow “an elected Government of Uganda Law Society”.

What we are not sure of is whether this letter with several allegations has reached the president. Our efforts to get a comment from Kiwanuka who we forwarded a copy of the president’s letter to his WhatsApp known number on Saturday bore no fruits.

Our reporter saw a writing beneath our request for a comment and nothing came out. We further gave him another reminder and there was no response.
